An unknown male watched a female student from his vehicle while she was walking, he moved his vehicle to continue watching her.

He is described as male, approximately 20’s to 30’s in age, possibly south asian decent, round face, short dark hair, dark beard and moustache. He was driving an older dark grey four door vehicle with a hatch, with tinited windows, mudflaps on the back tires and the car was very dirty and had a loud engine like the muffler was broken.
